Pike Constructions were engaged by Axiom Properties Ltd as the Head Design & Construct Contractor for the delivery of the World Park Precinct – ESS State Headquarters.

The new ESS State Command Centre is a world class, state-of-the-art facility purpose built for the State Government. The building is designed to enhance and support more than 300 staff in the Emergency Services Sector. The entire facility incorporates an office building, warehouse, hardstand, energy centre and a multi-deck carpark.

The building and energy centre are constructed to Importance Level 4, being earthquake‐resilient, featuring backup power, water and wastewater storage. The rating of Importance Level 4 ensures ESS Staff & volunteers can continue their paramount work up to at least 48 hours in isolation where major utilities are unavailable due to major disasters such as earthquakes, floods and storms.

One of the challenges of the project has been to incorporate a Building Management System (BMS) which has the ability to control all sectors and optimise energy efficiency for Greenstar/NABERS rated to 5 stars.

The energy centre is a critical piece of infrastructure that allows the building to operate under ‘island mode’ in a post disaster event. The energy centre stores portable water for drinking, two generators (with underground diesel storage), underground wastewater storage, two fire tanks and fire pump shed.

The office building includes more than 5500sqm of floor space and the warehouse houses five heavy tankers and a bulk carrier on standby for operational deployment.
